4-4
0 4.1.2 Current Resource Recovery Activities
Salvaging, volume reduction, and recycling activities are conducted at the Forward RRF,
located in the southeast corner of the landfill. As previously mentioned, the RRF operates
under a separate SWFP as a transfer facility and composting facility. The transfer station
building is currently utilized for transfer (i.e., unloading of packer trucks and loading onto
transfer trailers) of recyclable materials.
4.1.3 Landfill Ancillary Facilities
The landfill ancillary facilities consist of an entrance facilities area, scales and scale houses,
water production wells, support and storage areas (i.e., office trailer and maintenance
building), a transfer station/materials recovery facility and composting facility, a landfill gas
flare station, a groundwater extraction and treatment plant, and sedimentation basins.
Figure 1A presents site facilities and features, as well as entry roads, property boundaries,
and refuse limits, as discussed in this JTD.
The entrance facilities area includes office trailers, portable sanitary facilities, a landscaped
area, and gravel and paved parking areas for employees and visitors. The main site office is
located in the entrance facility.
The main scalehouse for the Forward Landfill has two scales and is located in the central
portion of the site. Incoming waste loads are monitored at the scale house and all vehicular
activities are regulated in accordance with the established Hazardous Waste Exclusion
Program/Load Checking Program. A second scalehouse and scale is located in the
southeast portion of the landfill to serve the RRF.
Two water supply wells and one water supply standpipe are located at the landfill. The water
supply standpipe is located adjacent to the existing scalehouse. The water production well
that supplies the standpipe is located near the main entrance facility along the eastern
boundary. The well has a production of approximately 1,500 gpm. The other water supply
well is located south of the South Branch of Littlejohn's Creek and has a capacity of 500
gpm. There are additional wells used primarily for irrigation located in the northwest corner
and the northeastern portion of the landfill.
The maintenance and storage area is currently located in the eastern portion of the landfill
main site office. The area is secured, and fenced but also mobile and can be moved around
the site, as needed. The maintenance area includes portable buildings, storage areas for
refuse bins, and parking areas for heavy equipment and cars. A complete vehicle repair
service facility, with an extensive inventory of spare parts, is also maintained. The
maintenance and storage area is operated in accordance with the site's SWPPP.
The RRF building is located at the southeast portion of the landfill with its own scale and
scalehouse and entrance/exit. The building is a metal frame building that is open on one
side. The total square footage of the building is approximately 12,000 square feet (sf).
Forward Landfill SWT Engineering
Joint Technical Document - April 2014; Amended June 2014
z:\projects\allied waste\forward\five year permit rvw 2013\jtd-5 yr pr 2013\text\sec 4_final.dou
