Forward Landfill is permitted to accept a maximum of 46,080 tons per week (not to exceed <br />8,668 tons/day) of nonhazardous municipal (Class III) wastes and designated (Class II) wastes <br />for disposal (i.e., Class II Wastes cannot be diverted from disposal for beneficial use) as <br />described above. The tonnage limit is combined for the landfill and RRF. <br />4.3.1 Materials Accepted for Beneficial Reuse <br />The Forward Landfill accepts materials for beneficial uses such as wet weather deck <br />preparation (including shredded tires and C&D wastes). Forward Landfill will document use of C&D ADC in <br />their site records when utilized. Additionally, all ADC materials will be tracked daily with specific forms developed for operations staff. <br />(2) Shredded tires will be used in accordance with the shredded tire operations plan (see Appendix 01). <br />(3) Beneficial reuse shredded tires includes those material types that have been approved by the LEA for use in wet weather deck preparation. <br />The peak material received was established to accommodate large event driven jobs accepted <br />at the site on an occasional basis. Based on a review of historic records, these peak events <br />occur less than 10 percent of the time. The utilization of beneficial reuse material will be <br />tracked continuously by site staff with records maintained showing weight and usage. <br />In addition, soil materials not requiring disposal and which are utilized for beneficial reuse are <br />divided into two categories. These soils will be either "Limited Reuse Soils" or "Unlimited <br />Reuse Soils". Limited Reuse Soils are soils that are both (1) "contaminated soils," that do not <br />meet the LEA Clean Soil Levels for Inorganics and (2) Class II Wastes (or Designated Wastes), <br />based on criteria established by the RWQCB. Limited Reuse Soils must be used within a lined <br />Class II landfill cell. The Limited Reuse Soils soil materials are tracked by landfill personnel, <br />and the amount received (in tons) is counted against the maximum permitted inflow rate. <br />Unlimited Reuse Soils are soils which do meet the LEA Clean Soil Levels for Inorganics, but are <br />not Class II Wastes, as determined by the RWQCB. Unlimited Reuse Soils may be used <br />anywhere and do not require containment within a lined landfill cell.
