4-9
It should be noted that in no event will any combination of the beneficial use materials which
include green waste, TASW, beneficial reuse inerts, shredded tires, limited reuse soils, Class II
disposal and refuse exceed the maximum daily limit of 8,668 tons per day (TPD). To establish
the limits for the materials shown above, the weight and volume records for the site from
2003 to the end of 2006 were reviewed. In addition, in conjunction with the LEA, a field test
of the TASW and the processed green waste (PGM) to determine their in-place density was
also conducted (see Appendix E).
Shredded Tires
No more than 2,000 tons combined (ADC+Traction Control Applications) of shredded tires
will be stockpiled on-site at any time. The site will stockpile this material for a period of no
longer than 90 days from the date received, after which the tires will be disposed at the
active face of the landfill. The tire stockpiles are kept clean of litter and are properly
separated for fire and vector control and to maintain separation between the size
requirements for beneficial reuse shredded tires and alternate daily cover shredded tires.
Storage of shredded tires on-site will comply with the requirements of 14 CCR, Chapter 3,
Article 5.5.
The amount of material utilized on a daily basis will vary dependent upon on the size of the
working face based on a six-inch layer of shredded tires placed over the working face for use
as ADC and upon the size of the wet weather deck area based on a six-inch layer of
shredded tires for use as traction control. The shredded tires decompose at a very slow
rate. Therefore, this material (ADC and traction control shredded tires) will be left exposed
at the end of the working day until it is covered over with a new daily refuse cell, but no
longer than 10 days.
Shredded Tires for Traction Control
The use of shredded tires for traction control of the incoming trucks leading up to the
designated wet weather unloading area will be in compliance with 27 CCR, Section
20686(a) -(d). Shredded tires used in wet weather operations will be delivered directly to the
working face and stockpiled to the side. If more material comes in than is required for the
day, the material is stockpiled within the waste management unit and used, as needed.
Shredded tires for beneficial reuse shall be shredded such that 80% by volume is six inches
minus and no individual piece is larger than 18 inches, in accordance with 27 CCR, Section
20686. Up to a six-inch layer of shredded tires may be used for traction control in wet
weather operations and will be spread with a dozer. As discussed in Appendix 01, any
shredded tires that are being used for traction control that become contaminated with solid
waste will be disposed of in the working face.
Shredded tires for alternative daily cover is further discussed in Section 6.4.7.
I*
Forward Landfill SWT Engineering
Joint Technical Document - April 2014; Amended June 2014
z:\projects\allied waste\forward\five year permit rvw 2013\jtd-5 yr pr 2013\text\sec 4_final.dou
