SM <br />The Shredded Tire Operations Plan covering ADC use and Traction Control use is a part of <br />the JTD and is included as Appendix 01. Any additional proposed beneficial reuse <br />application for shredded tires will be submitted to the LEA for prior approval along with an <br />implementation plan before using the material. <br />4.3.1.1 Beneficial Reuse Records <br />A record of beneficial reuse of solid wastes shall be maintained in accordance with <br />requirements of 27 CCR, Section 2O686(d). Beneficial reuse of solid wastes shall include, <br />but not be limited to, ash and cement kiln dust, TASW, preprocessed C&D wastes, shredded <br />tires, compostable materials (off -spec, delivered by generator), PGM, and synthetic fabrics <br />(tarps), which may be used for the purposes of ADC, alternative intermediate cover, final <br />cover foundation layer, liner operations layer, leachate and landfill gas collection system, <br />soil layer, construction fill, road base, wet weather operations pads and access roads , and <br />soil amendments for erosion control and landscaping. Beneficial reuse material will be <br />restricted to those solid wastes and quantities of solid wastes appropriate for the specific <br />reuse and in accordance with engineering, industry guidelines and other standard practices <br />specified in 27 CCR, Section 2160O(b)(6) and in accordance with requirements of 27 CCR, <br />Section 20686. <br />Forward Landfill maintains detailed records of weight for each material type received at the <br />site including refuse, beneficial reuse materials, soils, etc. These records are available for <br />review by the LEA during regular business hours and are transmitted to the LEA monthly. <br />Operations staff records all types of material placed, the depth, the area covered and <br />associated volume, and based on the in-place density, the weight. Material quantities <br />received in excess of need are stockpiled until used. Stockpile volume will also be tracked <br />and reported monthly. Section 6.4.7 presents information on the ADC types and amounts <br />needed at the Forward Landfill. <br />4.3.2 Traffic Limitations <br />Forward Inc. maintains records of incoming loads and vehicle counts and limits deliveries of <br />wastes for disposal and other materials for beneficial reuse to a total of 620 trips/day <br />(permitted) and to the maximum inflow rates described above. The permitted vehicle limit is a <br />combined limit for both the landfill and the RRF. Currently, the landfill averages only 212 <br />trucks daily based on 2011/2012 records. It should be noted that delivery of waste and other <br />materials varies on a daily basis. Therefore, on days when less waste is received, the site may <br />accept more loads of the beneficial reuse materials. If the receipt of beneficial reuse <br />materials exceeds the site needs on a given day, the material will be stockpiled. When <br />stockpiling of material is required, the material will be placed so as not to interfere with the <br />daily landfill operations, in accordance with 27 CCR, Section 20660. Records are maintained <br />of all beneficial use materials accepted and how these materials are utilized on-site.
