5-17 <br />accordance with accepted civil engineering practices and applicable CQA requirements in <br />27 CCR, Section 20323. <br />A CQA Plan will be prepared by a certified engineer or engineering geologist and will present <br />the requirements and procedures that will be implemented during construction. The final <br />construction documents will include detailed plans and specifications for all major contract <br />elements. The documents will also specify the minimum experience requirements for <br />contractors, work crews, and inspectors. The following sections identify the major elements <br />that are included in the CQA Plan prepared for construction of the waste containment units. <br />The CQA Plan will conform to all of the requirements specified in 27 CCR, Sections 20323 <br />and 20324 as outlined in this section. A CQA Plan for the final cover system (GLA, 2005) <br />was prepared and is included as Appendix N. <br />5.4.2 Responsibility and Authority <br />A registered civil engineer or certified engineering geologist designated as the CQA Manager <br />will be in charge of observing and documenting the installation of the work, evaluating the <br />materials for conformance with the design plans and specifications, and the testing <br />performed during construction. Specifically, the CQA Manager will: <br />♦ Review design plans and specifications for accuracy and completeness. <br />♦ Prepare a schedule of CQA activities and coordinate necessary CQA personnel to <br />conduct operations. <br />♦ Review and interpret data and reports prepared by CQA personnel for conformance <br />with design plans and specifications. <br />The CQA inspection personnel will perform various tests and observations during <br />construction activities such as: <br />♦ Verify that testing equipment is properly calibrated on a regular basis and document <br />the calibration. <br />♦ Accurately record test data and organize it in a manner that allows easy reference. <br />♦ Evaluate the contractor's construction quality control plans to ensure that they meet <br />or exceed the facility CQA Plan requirements. <br />♦ Report observations and test results as the work progresses. <br />The CQA inspection personnel will work under the supervision and guidance of the CQA <br />Manager who will be responsible for verifying that all tests are conducted in accordance with <br />American Society for Testing and Materials (ASTM) standards or other specified test <br />methods, and that the proper test equipment is used.
