5-18 <br />0 5.4.3 Personnel Qualifications <br />The CQA team will consist of a CQA Manager and CQA personnel whose qualifications will be <br />as follows: <br />5.4.3.1 CQA Manager <br />The CQA Manager will have formal academic training in engineering or geology and will be <br />registered as a professional engineer or certified engineering geologist in the State of <br />California. This person should have practical, technical, and managerial experience that will <br />allow the CQA Plan to be properly implemented. The CQA Manager must be able to <br />communicate effectively with landfill operations personnel, design engineers, and <br />contractors to facilitate a clear understanding of construction activities and the CQA Plan. <br />5.4.3.2 CQA Personnel <br />CQA personnel must have formal training and practical experience in observation and <br />testing construction work relative to solid waste disposal sites, including conducting and <br />recording inspection activities, preparing daily reports, and performing field tests. <br />5.4.4 Activities <br />Operation activities will be performed by the CQA team throughout the construction of the <br />containment structure or groundwater protection system for each landfill phase. These <br />activities are divided into pre -construction, construction, and post -construction activities. <br />5.4.4.1 Pre -Construction <br />Pre -construction inspection activities of the CQA team will generally include: <br />♦ Review of design criteria, drawings, and specifications associated with construction <br />of the landfill containment system. <br />♦ Review of materials proposed for construction. <br />5.4.4.2 Construction <br />The construction inspection activities of the CQA team will generally include: <br />♦ Review of contractor's submittals, samples, and supporting test reports. <br />♦ Review of the contractor's work schedules. <br />♦ Verification that construction materials are as specified in the plans and <br />specifications or as approved by the engineer. <br />♦ Observation of all phases of the construction and documentation of the contractor's <br />compliance or noncompliance with the approved plans and specifications, and/or the <br />Forward Landfill SWT Engineering <br />Joint Technical Document - April 2014 <br />z:\projects\allied waste\forward\five year permit rvw 2013\jtd-5 yr pr 2013\text\sec 5 final.doc <br />
