WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2014-0006 11- <br /> FORWARD INC.AND REPUBLIC SERVICES INC. <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 36.Based on a site-specific seismic analysis, the controlling maximum credible earthquake <br /> (MCE) for the site is a moment of magnitude 6.4 event along the Great Valley Fault at a <br /> closest rupture distance of 21 miles (34 kilometers) from the site. It is estimated that a MCE <br /> event would produce a peak ground acceleration of 0.13 g at the site. <br /> 37.The facility receives an average of 13.31 to 14.35 inches of precipitation per year as <br /> measured at the site. The mean pan evaporation is 78.43 inches per year as measured at <br /> the Oakdale Woodward Dam Station. <br /> 38. The 1 ,000-year, 24-hour precipitation event for the facility is estimated to be 4.11 inches, <br /> based on California Department of Water Resources' bulletin 195 entitled Rainfall Depth- <br /> Duration-Frequency for California, revised November 1982, updated August 1986. <br /> 39.The waste management facility is not within a 100-year flood plain based on the US Dept. of <br /> Housing and Urban Development, National Flood Insurance Rate Map, October 2009. <br /> 40.Storm water sedimentation basins are located west of the landfill as shown on Attachment B. <br /> The basins detain storm water for sedimentation control during the rainy season and are <br /> normally dry during the summer months. Storm water from the sedimentation basins is <br /> typically evaporated but may be discharged to North or South Forks of South Littlejohns <br /> 0 Creek. <br /> SURFACE WATER AND GROUNDWATERCONDITIONS <br /> 41.The Water Quality Control Plan for Sacramento and San Joaquin River Basins, Fourth <br /> Edition (hereafter Basin Plan), designates beneficial uses, establishes water quality <br /> objectives, and contains implementation plans and policies for all waters of the Basin. <br /> 42.Surface water drainage from the northern half of the site is to the North Fork of South <br /> Littlejohns Creek; drainage from the southern half flows to the South Fork of South Littlejohns <br /> Creek thence to Littlejohns Creek in the Duck-Littlejohns Hydrologic Area (31.40) of the San <br /> Joaquin River Basin. <br /> 43.The designated beneficial uses of Littlejohns Creek as specified in the Basin Plan, are <br /> municipal and domestic supply; agricultural supply; water contact recreation; non-contact <br /> water recreation; commercial and sport fishing; warm fresh water habitat; cold freshwater <br /> habitat; wildlife habitat; preservation of biological habitats of special significance; migration of <br /> aquatic organisms; and spawning, reproduction, and/or early development. <br /> 44.The first encountered groundwater ranges from about 60 feet to 80 feet below the native <br /> ground surface. Groundwater elevations range from about -14 feet to -30 feet below the <br /> mean sea level (BMSL). The depth to groundwater fluctuates seasonally as much as 10 <br /> feet. Groundwater is unconfined. <br />
