<br /> 45.In 2007, the Discharger submitted a detailed re-evaluation of historic groundwater levels for
<br /> the area east of WMU FU-06. The report demonstrated that proposed LCRS base grades in
<br /> the area east of WMU FU-06 are at least five feet above the historic high groundwater level.
<br /> 46.Monitoring data indicate background groundwater quality for first encountered groundwater
<br /> has electrical conductivity (EC) ranging between 900 and 1100 micromhos/cm, with total
<br /> dissolved solids (TDS) ranging between 600 and 800 milligrams per liter (mg/L).
<br /> 47.The direction of groundwater flow is generally toward the north-northeast. The estimated
<br /> average groundwater gradient is approximately 0.002 feet per foot. The estimated average
<br /> groundwater velocity is 195 feet per year.
<br /> 48.The designated beneficial uses of the groundwater, as specified in the Basin Plan, are
<br /> domestic and municipal water supply, agricultural supply, industrial service supply, and
<br /> industrial process supply.
<br /> GROUNDWATER AND UNSATURATED ZONE MONITORING
<br /> 49.The existing groundwater monitoring network consists of two units, the Forward Unit with a
<br /> detection program and the Austin Road Unit with a detection program, a corrective action
<br /> program and an ongoing evaluation program. The groundwater monitoring network is
