Water Quality Monitoring Report
Forward Landfill
1.5 Landfill Gas Monitoring
In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field
Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site
structures at the Forward Landfill. During the third quarter 2015 monitoring period, no
methane gas exceeded the regulatory limit of five percent by volume in perimeter gas
probes and no on-site structures were in excess of 1.25 percent methane by volume in
air. As part of the CAP, Forward operates a landfill gas (LFG) extraction system to
control LFG emissions (i.e. source control). SCS performs the operations and
maintenance (O&M) for the LFG extraction system and blower/flare station (BFS).
Summary tables for the BFS and the third quarter 2015 perimeter LFG monitoring probe
and on-site structure testing report are presented in Appendix B. During the third
quarter 2015 monitoring period SCS reported 61 hours of downtime for the BFS. Based
on the BFS data and 2015 Annual Compliance Emissions Test Report prepared by Blue
Sky Environmental, Inc., the LFG extraction system removed approximately 43,155
pounds of VOCs for the third quarter 2015 (Herst, 2015). A summary of the LFG
extraction wells and destruction system operations and maintenance for the third
quarter 2015 are presented in Appendix C and the second semiannual analytical results
for LFG analyses is presented in Appendix F. Tabulated analytical results for the second
semiannual LFG sampling event will be provided under separate cover in the TO-15
sampling and analysis summary report.
1.6 Cannery Waste Land Application Monitoring
Cannery waste and land application monitoring (CWLAM) and groundwater analytical
results for the CWLAM detection monitoring system are presented in Section 3.1.6.
Inspection logs and weekly total mass nitrogen application calculations are presented in
Appendix D, and composite waste sample analytical results for the CWLAM are
presented in Appendix F.
2.0 FORWARD UNIT
2.1 Water Quality Monitoring
2.1.1 Sampling and Laboratory Analyses
During the third quarter 2015, Del-Tech Geotechnical Support Services (Del-Tech)
measured depth-to-water (DTW) at all Forward Unit wells on August 19, 2015 and all
Forward Unit groundwater monitoring wells with sufficient water were sampled
between August 19 and 25, 2015. Vadose zone and surface water monitoring stations
were reported dry during the monitoring period. During the monitoring period, Del-
Tech reported that there was insufficient water to collect samples in groundwater
monitoring wells MW-1 and MW-15 and well MW-23R was dry. For well MW-1,
piezometer MW-113 was sampled instead.
M:\2015.0014\FA 3Q15.docx 4
