Water Quality Monitoring Report
Forward Landfill
® 1.5 Landfill Gas Monitoring
In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field
Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site
structures at the Forward Landfill. During the first quarter 2015 monitoring period, no
methane gas exceeded the regulatory limit of five percent by volume in perimeter gas
probes and no on-site structures were in excess of 1.25 percent by volume in air. As
part of the CAP, Forward operates a landfill gas (LFG) extraction system to control LFG
emissions (i.e. source control). SCS performs the operations and maintenance (0&M)
for the LFG extraction system and blower/flare station (BFS). Summary tables for the
BFS and LFG extraction wells, and the first quarter 2015 perimeter LFG monitoring
probe and on-site structure testing report are presented in Appendix B. During the first
quarter 2015 monitoring period SCS reported 127.3 hours of downtime for the BFS.
Based on the BFS data and 2014 Annual Compliance Emissions Test Report prepared by
Blue Sky Environmental, Inc., the LFG extraction system removed approximately 75,628
pounds of VOCs for the first quarter 2015 (Herst, 2015). A summary of the LFG and
destruction system operations and maintenance for the first quarter 2015 are presented
in Appendix C.
1.6 Cannery Waste Land Application Monitoring
® Cannery waste and land application monitoring (CWLAM) and groundwater analytical
results for the CWLAM detection monitoring system are presented in Section 3.1.6.
2.0 FORWARD UNIT
2.1 Water Quality Monitoring
2.1.1 Sampling and Laboratory Analyses
During the first quarter 2015, Del-Tech Geotechnical Support Services (Del-Tech)
measured depth-to-water (DTW) from all Forward Unit wells on February 23, 2015.
Samples were collected from all Forward Unit wells, including domestic well DW-9690,
between February 24 and 26, 2015; soil-pore liquid samples were collected from suction
lysimeter LY-BG-1 on March 20, 2015, and from pan lysimeter WMU-D01N on March 26,
2015; and surface water monitoring stations were sampled on February 25, 2015. Of
note, due to an oversight domestic well DW-9690 was only sampled for field parameters
and VOC. The oversight was corrected and will be sampled for all of the monitoring
parameters beginning in the second quarter 2015.
Samples were collected by Del-Tech from each sample point containing sufficient liquid
and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified
laboratory under contract to Forward. The first quarter 2015 samples were analyzed for
the routine monitoring parameters stipulated in RWQCB Order No. 115-2014-0006.
M:\2015.0014\FA 1Q15.docx 4
4/27/2015,Rev.0
