Water Quality Monitoring Report <br /> Forward Landfill <br /> 3.1.10 Surface Water Monitoring <br /> Site run-on and run-off control facilities are designed to effectively channel surface water to <br /> site stormwater/sedimentation ponds. According to the Operations Manager, there were no <br /> discharges to surface water (waters of the United States) during the reporting period. Surface <br /> water monitoring stations ASW-1 (upstream) and ASW-2 (downstream) were reported dry <br /> during multiple inspections for the fourth quarter 2017 monitoring period. Bimonthly <br /> inspections for surface water were performed by Del-Tech on October 9, October 27, <br /> November 13, November 30, December 14, and December 30, 2017 for the fourth quarter 2017 <br /> monitoring period (Appendix Q. <br /> 3.1.11 Corrective Action Monitoring <br /> The Groundwater Treatment Facility (GTF) at the Austin Unit has been operational since 1994 <br /> to mitigate impacts from landfill releases. Impacted groundwater is extracted from four wells <br /> (EW-1, EW-2, EW-3R, and EW-4) that pump groundwater through an air stripper treatment <br /> system to remove VOCs. Treated groundwater is discharged to an infiltration pond <br /> (constructed in 2003) north of the Austin Unit of the Forward Landfill. During the monitoring <br /> period, the GTF treated 25.9 million gallons of groundwater and removed approximately 0.70 <br /> pounds of VOCs. Details regarding corrective action remediation system operations and <br /> performance evaluation for the fourth quarter 2017 are presented in Appendix C. <br /> 3.1.12 Hazardous Waste Monitoring <br /> In accordance with Water Code Section 13267 Order for Technical Reports Regarding <br /> Acceptance of Hazardous Waste, Forward Landfill, San Joaquin County, dated May 16, 2017, <br /> groundwater monitoring wells AMW-1, AMW-2, AMW-4, AMW-7, and leachate sumps FU-04, <br /> FU-06, FU-08, FU-13/14 were analyzed for additional dissolved inorganic/metals. The results of <br /> these additional analyses are presented in Table 3-8. <br /> 3.2 Summary <br /> Groundwater quality conditions beneath the Austin Unit during the fourth quarter 2017 <br /> monitoring period were generally similar to historical results. Concentration limit exceedances <br /> and/or non-statistical indication of release were identified at DMP wells AMW-5R, AMW-6, <br /> AMW-12 during the fourth quarter 2017 monitoring period. It is recognized that well AMW-6 <br /> should have been identified as a CAP well in the M&RP. For the CAP/evaluation wells, 18 of 29 <br /> wells reported one or more VOCs exceeding a PQL, with CAP wells AMW-1 and AMW-22S <br /> having the greatest number and highest total concentration of VOCs. All surface water stations <br /> and lysimeters were reported dry or there was an insufficient volume of soil-pore liquid for <br /> analysis during the fourth quarter 2017 monitoring period. Under the existing CAP, the GTF <br /> pumped 25.9 million gallons of groundwater removing an estimated 0.7 pounds of VOCs. <br /> Project No.5017.1030 I Water Quality Monitoring Report 13 <br /> January 2018 <br />
