Water Quality Monitoring Report <br /> Forward Landfill <br /> AMW-5R Bicarbonate,Calcium 4Q17 <br /> AMW-12 Nitrate <br /> As has been the case historically, several CL exceedances were noted for well AMW-6, during <br /> the 2017 monitoring year. In addition, PCE was consistently detected at quantifiable <br /> concentrations in wells AMW-6 and AMW-12. As discussed previously, well AMW-6 was <br /> identified as a DMP well in the new WDR and Forward has requested that well AMW-6 be <br /> reclassified as a CAP well. <br /> In the CAP/EMP wells, 18 of 30 CAP/EMP wells reported one or more VOCs exceeding a PQL <br /> during the 2016 monitoring year, with CAP wells AMW-1 and AMW-22S having the greatest <br /> number and highest concentration of VOCs. An annual report discussing the CAP and EMP <br /> monitoring results including a comprehensive discussion of corrective actions taken or planned <br /> was prepared by Geo-Logic Associates (GLA, 2016) and is included in Appendix H. In response <br /> to continued detection of VOCs in groundwater downgradient of the Austin Road Unit, the <br /> RWQCB issued CAO R5-2017-0703 on April 10, 2017. Forward is in the process of installing 12 <br /> additional groundwater monitoring wells and one additional groundwater extraction well <br /> downgradient of the Austin Unit as part of an on-going EMP investigation. <br /> 4.5.2 Surface Water <br /> Site run-on and run-off control facilities are designed to effectively channel surface water to <br /> lined holding and evaporation ponds on site. According to the Operations Manager, no surface <br /> water was discharged from the facility during the 2017 monitoring year. Comparisons of the <br /> water quality data from upgradient (ASW-1) to downgradient (ASW-2) surface water stations <br /> during the 2017 monitoring year indicates similar concentrations and no VOCs were detected <br /> suggesting that landfill operations are not impacting surface water quality. <br /> 4.5.3 leachate Monitoring <br /> Leachate sumps are inspected for the presence of leachate and observations are recorded at <br /> least weekly by Forward Landfill personnel. If leachate is detected in a sump it is pumped into <br /> the surface impoundment (WMU-F West) for evaporation. During the 2017 monitoring year, <br /> leachate was observed at all of the holding areas. According to the Operations Manager, no <br /> leachate was taken off site during the 2017 monitoring year. Freeboard at WMU-F West <br /> ranged from approximately 3.4 to 12.8 feet during the 2017 monitoring year. <br /> Value Engineering conducted a continuity test of the leachate collection and removal system <br /> (LCRS) on August 11 and 12, 2017 at the Austin Unit (Appendix A). The tracer dye test results <br /> indicate that continuity is present across the LCRS unit WMU-F West, and no excessive leachate <br /> is backed up in the drainage layer or sump of the LCRS unit.
