• <br /> REPUBLIC <br /> t�►� SERVICES <br /> Mr. Brendan Kenny <br /> Engineering Geologist <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670 <br /> January 15, 2018 <br /> RE: Forward Landfill—Quarterly Corrective Action Progress Report <br /> Dear Mr. Kenny: <br /> In accordance with Task 9.a of the April 10, 2017 Cleanup and Abatement Oder (CAO) R5-2017-0703 <br /> issued by the California Regional Water Quality Board — Central Valley Region (CVRWQCB), Forward <br /> Incorporated is pleased to submit this Quarterly Corrective Action Progress Report for the Forward <br /> Landfill. <br /> During the fourth quarter 2017 monitoring period, a violation of Facility Specification B.4 of Order R5- <br /> 2003-0080 occurred. Treated effluent discharged into the infiltration pond contained trace concentrations <br /> • of up to seven volatile organic compounds (VOCs) in the monthly effluent samples. In addition, cis-1,2- <br /> dichloroethene, tetrachloroethene, and trichloroethene were consistently measured above the practical <br /> quantitation limit during the fourth quarter 2017 monitoring event. Total VOC concentrations in the <br /> effluent ranged from 3.20 pg/L to 4.18 pg/L during the fourth quarter 2017 monitoring period. For <br /> remediation system operations, the Groundwater Treatment Facility treated 25.9 million gallons of <br /> groundwater and removed approximately 0.70 pounds of VOCs, and the landfill gas collection and <br /> destruction system operated approximately 2165 hours with an average instantaneous of landfill gas flow <br /> rate of 2643 scfm. <br /> I certify under penalty of law, that I have personally examined and am familiar with the information <br /> submitted in this document and all attachments, and that based on my inquiry of those individuals <br /> immediately responsible for obtaining this information, I believe that the information is true, accurate, and <br /> complete.
