<br />1.2 Compliance Record
<br />With the exception of Waste Management Unit (WMU) A, the Forward Landfill has been
<br />operated as a Class II and Class III landfill since it opened in 1973. However, from 1979 to 1984,
<br />industrial wastes, consisting primarily of strontium and barium sludge, were accepted at the
<br />landfill and placed in WMU A. In 1984, the DISC determined that WMU A should be closed as a
<br />Class I hazardous waste management unit. Final closure was completed in 1989 (Kleinfelder
<br />1999).
<br />A hazardous waste facility post -closure permit ("the initial post -closure permit") was issued for
<br />the Site on January 2, 1990. On February 25, 1994, Forward Landfill requested that the DTSC
<br />modify the initial post -closure permit to reduce the number of sampling events from eight per
<br />year (two quarterly) to four per year. DTSC approved this request ("Modification No. 1") in a
<br />letter dated March 2, 1994 (Kleinfelder 1999).
<br />On November 4, 1994, a revised post -closure maintenance plan (RPCMP) was submitted to the
<br />DTSC. The DTSC approved the RPCMP and issued Permit Modification No. 2. This modification
<br />superceded all of the requirements of the initial post -closure permit and Modification No. 1.
<br />The DTSC issued a revised Postclosure Permit on June 30, 2003. Forward Landfill implemented
<br />the Corrective Action Program for the site, which was based on a two-year proof period that
<br />began on June 7, 1995.
