Water Quality Monitoring Report
Forward Landfill
A. Leachate monitoring and analytical results for the Forward and Austin Units are presented in
Sections 2.1.6 and 3.1.9, respectively.
2.0 FORWARD UNIT
2.1 Water Quality Monitoring
2.1.1 Sampling and Laboratory Analyses
During the third quarter 2017, Del-Tech Geotechnical Support Services (Del-Tech) measured
depth-to-water (DTW) from all Forward Unit wells on August 15, 2017. Samples were collected
from all Forward Unit wells, including domestic well DW-9690, between August 15 and 16,
2017; surface water monitoring stations were reported dry during the monitoring period; and
suction lysimeters were sampled on September 27, 2017.
Samples were collected by Del-Tech from each sample point containing sufficient liquid, and
were submitted to BC Laboratories (BC) of Bakersfield, California, a state certified laboratory
under contract to Forward. The third quarter 2017 samples were analyzed for the monitoring
parameters stipulated in RWQCB Order No. R5-2014-0006. Table 2-1 summarizes site
monitoring parameters, analytical methods, and monitoring frequency. Water quality samples
were also analyzed in the field for oxygen reduction potential (ORP), turbidity, temperature,
specific conductance, and pH and recorded on well data sheets. The groundwater monitoring
wells and leachate monitoring points were sampled in accordance with the sampling and
analysis plan detailed in Appendix E. The well data sheets, raw laboratory data, certificates of
analyses, and chain-of-custody records related to the sampling program are included in
Appendix F. Field and laboratory analyses are summarized in Tables 2-2 through 2-7 and
cumulative tabulated data for all monitoring points and constituents for groundwater,
unsaturated zone, leachate, and surface water are presented in Appendix F.
2.1.2 QA/QC Results
The quality assurance/quality control (QA/QC) program completed for the third quarter 2017
water quality monitoring event included analyses of three trip blanks, one field blank,
laboratory method blanks, and one duplicate sample (MW-24). The field and trip blanks were
analyzed for VOCs by EPA Method 8260 and method blanks were analyzed for all of the
analytes included in the monitoring program. The results of the QA/QC program indicate that
no VOCs were detected in the trip, field, or method blanks. The results of the duplicate sample
collected from well MW-24 yielded good correlation with a relative percent difference (RPD) of
seven percent or less. Review of the sampling dates and laboratory analytical certificates
indicates that all laboratory analyses were completed within required holding times. Based on
the results of the laboratory QA/QC analyses, it is concluded that the laboratory data generated
for the third quarter 2017 monitoring period are acceptable and the water quality samples
collected from the Forward Unit appear to be representative of water quality at the site.
Project No.5017.1030 1 Water Quality Monitoring Report 5
October 2017
