Water Quality Monitoring Report <br /> Forward Landfill <br /> 1.4 Solid Waste/Compost Facility Monitoring <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total of <br /> 220,575 tons of solid waste during the third quarter 2017 (Appendix A). Figure 1-2 shows the <br /> approximate location of waste placement during the monitoring period. In addition, the <br /> compost facility received 11,439 tons of green waste and produced 3,203 tons of compost <br /> (Appendix A). During the third quarter 2017 monitoring period, Forward personnel reported <br /> water in the compost facility retention basin; however, no leachate from compost stockpiles or <br /> compost windrows was noted. The analytical results for the compost facility retention basin <br /> are discussed in Section 2.1.6. <br /> 1.5 Landfill Gas Monitoring <br /> In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field Services <br /> (SCS) conducts quarterly monitoring of perimeter gas probes and on-site structures at the <br /> Forward Landfill. During the third quarter 2017 monitoring period, no methane gas exceeded <br /> the regulatory limit of five percent by volume in perimeter gas probes and no methane was <br /> detected in on-site structures. As part of the CAP, Forward operates a landfill gas (LFG) <br /> extraction system to control LFG emissions (i.e. source control). Cornerstone Environmental <br /> Group (Cornerstone) and SCS performs the operations and maintenance (O&M) for the LFG <br /> extraction system and collected LFG is routed and split between the Ameresco Landfill Gas to <br /> Energy Facility (LFGEF) and Forward's Forward blower/flare station (BFS). Summary tables for <br /> the BFS and LFG extraction wells, and the third quarter 2017 perimeter LFG monitoring probe <br /> and on-site structure testing report are presented in Appendix B. During the third quarter 2017 <br /> monitoring period SCS reported 82.5 hours of downtime for the BFS. Based on information <br /> provided by Cornerstone,there were no known system failures of the gas collection and destruction <br /> system during the third quarter 2017. The instantaneous total flow rate of LFG during September 6, <br /> 2017 readings were 1,583 scfm at the Ameresco LFGEF and 2,285 scfm at the Forward flare station. <br /> A summary of the LFG and destruction system operations and maintenance for the third <br /> quarter 2017 are presented in Appendix C. <br /> 1.6 Cannery Waste Land Application Monitoring <br /> Cannery waste and land application monitoring (CWLAM) and groundwater analytical results <br /> for the CWLAM detection monitoring system are presented in Section 3.1.6. Inspection logs for <br /> the CWLAM, representative soil samples from the CWLAM area, composite waste sample <br /> analytical results, and weekly total mass nitrogen application calculations are presented in <br /> Appendix D. <br /> 1.7 Leachate Recirculation and Monitoring <br /> Leachate recirculation is performed at the Forward Landfill in accordance with the RWQCB <br /> approved Leachate Recirculation Plan dated March 3, 2017.
