Mr. Brendan Kenny <br /> July 03, 2019 <br /> • <br /> OBJECTIVE AND PROPOSED GWTS UPGRADES <br /> The objective of the proposed scope of work is to upgrade the Forward Landfill GWTS to provide <br /> hydraulic containment along the POC. To meet this objective, Arcadis proposes the following activities: <br /> • Install one additional groundwater extraction well(EW-5), placed between extraction wells EW-3R <br /> and EW-2, as presented on Figure 1. The well will be screened across the shallow to <br /> intermediate groundwater bearing zone. <br /> • Re-develop existing extraction well EW-4,with the aim to increase production capacity and <br /> groundwater capture at this location. <br /> • Perform hydraulic step testing on extraction wells EW-4 and EW-5, to confirm the well extraction <br /> capacities and with the borehole lithological interpretation verify anticipated groundwater capture. <br /> • Determine permanent pump size for extraction well EW-5, based on the optimal pumping rate. <br /> • Resize and replace existing polyvinyl chloride(PVC)conveyance piping with appropriately sized <br /> high-density polyethylene(HDPE)conveyance piping, based on hydraulic testing results. <br /> • Increase GAC capacity, if needed, based on final optimized flow rates. <br /> • Upgrade the electrical service, valves and gauges. <br /> SCOPE OF WORK <br /> Health and Safety <br /> • The existing site-specific Health&Safety Plan(HASP)will be updated, to address the potential hazards <br /> associated with conducting the work described below. The HASP will be prepared in accordance with <br /> state and federal OSHA regulations and will address potential hazards associated with drilling in a landfill <br /> environment such as exposure to landfill gas and landfill-related chemicals, heat and cold-related <br /> hazards, engineering controls, air monitoring, and emergency procedures including the route to the <br /> nearest hospital. <br /> Subsurface Utility Locating <br /> Prior to subsurface drilling activities, the proposed well location will be cleared by Underground Service <br /> Alert and/or a licensed private utility locator using physical and geophysical techniques to locate and mark <br /> utilities and other underground obstructions. The upper 5 feet of the borehole will be hand-augured, or air <br /> knifed as an additional line of evidence that utilities or obstructions are not present. <br /> Permitting <br /> Prior to initiating field activities, a well permit will be obtained from the San Joaquin County Environmental <br /> Health Department(SJCEHD). <br /> Extraction Well Installation - Drilling and Well Construction <br /> A State of California C-57 licensed driller will be used to advance the boring and construct the proposed <br /> extraction well.
