Mr. Brendan Kenny
July 03, 2019
•
OBJECTIVE AND PROPOSED GWTS UPGRADES
The objective of the proposed scope of work is to upgrade the Forward Landfill GWTS to provide
hydraulic containment along the POC. To meet this objective, Arcadis proposes the following activities:
• Install one additional groundwater extraction well(EW-5), placed between extraction wells EW-3R
and EW-2, as presented on Figure 1. The well will be screened across the shallow to
intermediate groundwater bearing zone.
• Re-develop existing extraction well EW-4,with the aim to increase production capacity and
groundwater capture at this location.
• Perform hydraulic step testing on extraction wells EW-4 and EW-5, to confirm the well extraction
capacities and with the borehole lithological interpretation verify anticipated groundwater capture.
• Determine permanent pump size for extraction well EW-5, based on the optimal pumping rate.
• Resize and replace existing polyvinyl chloride(PVC)conveyance piping with appropriately sized
high-density polyethylene(HDPE)conveyance piping, based on hydraulic testing results.
• Increase GAC capacity, if needed, based on final optimized flow rates.
• Upgrade the electrical service, valves and gauges.
SCOPE OF WORK
Health and Safety
• The existing site-specific Health&Safety Plan(HASP)will be updated, to address the potential hazards
associated with conducting the work described below. The HASP will be prepared in accordance with
state and federal OSHA regulations and will address potential hazards associated with drilling in a landfill
environment such as exposure to landfill gas and landfill-related chemicals, heat and cold-related
hazards, engineering controls, air monitoring, and emergency procedures including the route to the
nearest hospital.
Subsurface Utility Locating
Prior to subsurface drilling activities, the proposed well location will be cleared by Underground Service
Alert and/or a licensed private utility locator using physical and geophysical techniques to locate and mark
utilities and other underground obstructions. The upper 5 feet of the borehole will be hand-augured, or air
knifed as an additional line of evidence that utilities or obstructions are not present.
Permitting
Prior to initiating field activities, a well permit will be obtained from the San Joaquin County Environmental
Health Department(SJCEHD).
Extraction Well Installation - Drilling and Well Construction
A State of California C-57 licensed driller will be used to advance the boring and construct the proposed
extraction well. All drilling and well construction will be completed in general accordance with the
requirements specified in California Well Standards(Department of Water Resources[DWR] Bulletins 74-
81 and 74-90).
arcadis com Page:
Forward LF GWTS Upgrade WP 07032019.docx 3/7
