C <br />The distribution of trips by public and other commercial <br />(nonfranchised) haulers to the present Harney Lane Landfill <br />was determined for the 1979 SWMP. This distribution is <br />assumed to be the same for this study. The distribution by <br />zip code and mileages used for computation of haul costs are <br />shown in Table 5. For the public, a unit cost of 20¢/mile is <br />used; for other commercial haulers, the figure is 60¢/mile, <br />which includes labor costs. These unit costs were based on <br />figures used in the 1979 SWMP adjusted to year 1983. The <br />20¢/mile is considered to be a typical operating cost for <br />vehicles used by the general public, i.e., pickup trucks, <br />station wagons, etc. The 60¢/mile includes (1) a 25¢/mile <br />average operating cost for vehicles used by other commercial <br />haulers, i.e., large pickup trucks, stake trucks, dump trucks, <br />etc.; and (2) labor costs assumed to average $14/hr converted <br />to mileage costs by assuming an average speed of 40 mi/hr <br />($0.25/mi + $14/hr . 40 mi/hr = $0.60/mi). <br />W <br />
