The disposal cost for the proposed central county landfill
(Alternatives D.1 and D.2) is subject to the same limitations
as for the new Harney Land Landfill (Alternative A.1).
Furthermore, the cost is even less site-specific than for
Alternatives A.1 and A.2, since no site has been chosen for
the proposed central county landfill. If the site development
cost were to double and the operating cost increase by one-
third, the total annual disposal cost would increase to
approximately $680,000 from the $437,000/yr shown in
Table 4.
Another way of determining proposed central county landfill
costs is to apply a unit cost to north county waste volumes as
was done in the 1979 SWMP. In the 1979 SWMP, this unit cost
was based on the estimated cost of the new Harney Lane
Landfill. On the same basis, the unit cost for this study
would be $1.10/cu yd, excluding administration and overhead
originally assigned to Harney Lane Landfill. The total
disposal cost, including administration and overhead, would be
$622,000/yr instead of the $437,000/yr shown in Table 4.
As shown in Table 6, under either of these circumstances, the
central county landfill alternatives cost about the same as
the new Harney Lane Landfill alternatives. However, the costs
of the central county landfill alternatives are also sensitive
to the location of the landfill, as described in the next
section.
Collection, Transfer, and Haul Costs
Central County Landfill Location. Collection, transfer,
and haul costs for the central county landfill alternatives
were based on a specific location for the proposed central
county landfill.
