would be reduced by: water storage and other fire -fighting facilities <br />on-site, the presence of people to quickly spot and report any fires that <br />should develop and the prohibition of any open burning. <br />Recreation <br />Development of the proposed site as a landfill will have no immediate <br />effect upon recreation facilities within the County. No recreation facilities <br />or areas designated for recreation use would be removed as a result of this <br />project. <br />Future potential uses of this site, after completion of the landfill <br />purpose, include use as a passive and/or active recreation area. In a few <br />years, after the expected use of the landfill has expired, growth in or near <br />this area of the County may deem it worthwhile to consider using this site <br />for recreational purposes. However, while the possibility exists, the final <br />determination cannot be made at this time, and remains a decision that <br />future County agencies and legislative bodies can look forward to. <br />Cultural Resources <br />A critical resource assessment of the proposed landfill site was performed <br />in September 1980, by Ann S. Peak and Associates, Consulting Archeology. Fol- <br />lowing a survey of archaeological maps and records, including the National <br />Register of Historic Places, California Historical Landmarks, and Cali fo is <br />Inventory of Historical Resources, a field assessment was undertaken. No <br />prehistoric sites were found during the field survey. One area of,the site, <br />considered most likely to contain evidence of historic use, was the subject <br />of close scrutiny, yet no artifacts were discovered. The consulting archaeol- <br />ogist recommended that no further archaeological work was necessary. <br />Public Safety <br />Law enforcement services would be provided by the San Joaquin Sheriff's <br />Office. By way of letter, the Sheriff's Office has indicated that the proposed <br />relocation of the Harney Lane landfill will not have a significant impact upon <br />existing police services. (See Appendix A). <br />Noise <br />During September 1980, a noise monitoring study was conducted near the <br />center of the site and at a second location, 100 feet south of the intersection <br />of Harney Lane and Eberhard Road. Measurements were made at the second location <br />to approximate anticipated traffic noise conditions along Harney Lane between <br />the existing landfill site and the proposed new site. Ambient noise levels <br />were monitored during periods of no vehicular traffic; whereas, peak noise was <br />monitored as vehicles passed by.
