Air Quality <br />San Joaquin County has been identified by the California Air Resources <br />Board (CARB) and the Environmental Protection Agency (EPA) as an area with <br />air pollution problems. As a result in June 1974, the CARB identified San <br />Joaquin County to be within an Air Quality Maintenance Area (AQMA). Further, <br />on December 2, 1977, the CARB designated San Joaquin County as a nonattain- <br />ment area of oxidant, total suspended particulates, and carbon monoxide. <br />Both state and federal standards for oxidant/ozone, suspended particu- <br />late matter and carbon monoxide have been violated in the past. For example, <br />the most recent air quality monitoring data from the closest CARB monitoring <br />station, Lodi, has been published in CARB`s "Summary of 1979 Air Quality Data." <br />These data cover the period of January through September 1979. During the <br />.period, the 0.10 parts per million (ppm), one hour average, State standard for <br />oxidant was violated 35 days and the 0.12 ppm, one hour average, federal stan- <br />dard for ozone was violated five days. There were no violations of the 9.0 ppm• <br />federal standard for carbon monoxide in Lodi; however, the Stockton monitoring <br />station recorded two violations. Suspended particulate matter was not monitored <br />in Lodi, but Stockton data show that 13 out of 55 observations violated the <br />100 microgram per cubic meter (/u-g/m) State standard (24-hour average). No <br />violations of other air pollutants were reported. <br />The CARB and the San Joaquin County Air Pollution Control District <br />have identified that the main reason for violations of the ozone/oxidant <br />standards and carbon monoxide standard in San Joaquin County is due to <br />vehicular emissions within the County and, to some unknown degree, due to <br />emission transported by horizontal wind currents from outside the County. <br />On the other hand, agricultural activities are considered the major courses <br />of suspended particulates violations within the County with a substantial <br />contribution of dust from vehicular road travel. <br />CULTURAL ENVIRONMENT <br />Land Use <br />The site is currently vacant with no on-site improvements other than <br />a fence along the perimeter of the property and along the frontage with <br />Harney Lane. The current use appears to be limited to grazing, and there <br />are no known crops being cultivated on the site. <br />Five residences exist within approximately 1800 feet west of the . <br />west property line of the site, with evidence of row crops and farm animals. <br />Two of these residences are within 200 feet of the site. At least two vine- <br />yards of indeterminate age exist near the site, one immediately to the east <br />and one to the northeast, across Harney Lane. A well exists approximately <br />1300 feet west of the west property line, at a point approximately 780 feet <br />north of the southwest corner of the site. <br />r <br />
