• The number of vehicles hauling refuse to the dump would increase with <br />time in proportion to projected increases in refuse generation. <br />• As a basis for calculating the average daily, landfill related traffic, <br />traffic counts for the most active week between July 2, 1979 and <br />September 28, 1980 were used. This should be fairly representative <br />of a "worst case" situation. <br />• Composite emission factors were based on predictions published by <br />CARB in Procedures and Basis for Estimating On -Road Motor Vehicles <br />Emissions. These predictions account for future improvements of <br />emission control technology anticipated by CARB. <br />Predicted emissions of air pollutants, which would result from project <br />generated traffic relative to existing conditions are as follows: <br />RELATED EMISSION OF AIR POLLUTANTS <br />POLLUTANT <br />Hydrocarbons <br />(presursor for oxidants) <br />Carbon Monoxide <br />Total Suspended Particulates <br />VEHICULAR EMISSIONS <br />1990 1995 <br />7.4 lbs/day <br />111.4 lbs/day <br />1.6 lbs/day <br />8.4 lbs/day <br />122.0 lbs/day <br />1.9 lbs/day <br />For comparison,the San Joaquin Valley Air Basin Control Strategy_ indicates <br />that an average of approximately 54 tons per day of reactive hydrocarbons were <br />emitted in San Joaquin County during 1979 and an average of approximately 206 <br />tons per day of carbon monoxide during 1979. No data for particulates is pub- <br />lished in this document; however, an earlier document, Emission Inventory pub- <br />lished by CARB in 1973, indicates that an average of approximately 48.8 <br />tons per day of suspended particulates were emitted in San Joaquin County dur- <br />ing 1973. <br />The data presented clearly shows that project related vehicular emissions <br />of air pollutants would not be significant; however, the project would contribute <br />a small amount to a cumulatively significant air quality problem in San Joaquin <br />County. <br />Another possible source of air pollution could be the release of decom- <br />position gases into the atmosphere. Due to the large number of undefined <br />variables involved, it is not possible to accurately predict the amount or. <br />
