AIR QUALITY <br />Measures Proposed by Applicant: <br />• Each day's accumulation of refuse will be LKered with six inches or <br />more of soil to control the escape of noxious o ors. <br />yjoot:�W� • Dust will be controlled by spray application of water as needed. Care <br />will be not to water excessively thereby promoting the formation <br />of leachate. <br />• In order to minimize the rate.of decomposition gas generation, the final <br />cover will be constructed to minimize the intrusion of precipitation <br />and surface runoff. The final cover will consist of no less than :two <br />feet of soil which will be com actd. Final grading will be sloped to <br />provide rapid drainage away rom reuse burial areas and prevent ponding <br />on-site. <br />Other Possible Measures <br />• If new technological improvements in the future permit cost-effective <br />scavenging of decomposition gases for use as an energy resource, it <br />may be possible to retrofit the landfill facility and prevent the <br />escape of decomposition gas. <br />flG(,TWPTTrr, <br />Ileasures Proposed by Applicant <br />• Perimeter mounds will be constructed to act as a visual barrier of the <br />operation. To some degree, these mounds would tend to aid litter rete - <br />tion on-site and act as noise attenuation barriers. To improve the <br />appearance of the perimeter mounds and to stabilize them as well, vege- <br />tation would be established as soon as possible. <br />• The proposed phasing of the project mitigates aesthetic impacts because <br />it would limit the size of the disturbed area 20 + acres or less. As <br />each 20 -acre trench is filled, it would be closed and revegetated <br />as soon as possible before moving on to the next 20 -acre excavation site. <br />• The daily application of six inches of cover material should minimize <br />nuisance odor emissions. <br />r' 3 <br />
