Wong, P.E. �i ,.cr.r�+. .. <br /> Director of Public Works <br /> County of San Joaquin _ �_f'V �c, t;,+`��• <br /> Post Office Box 1810 <br /> Stockton, CA <br /> Dear Mr. Wong: <br /> As you requested, we have reviewed your preliminary "Solid Waste Management Plan <br /> for San Joaquin County, June 1973", to provide informal comments on its adequacy <br /> for submittal to our Board as your Cqunty Plan in accordance with the Nejedly- <br /> Z'berg-Dills Solid Waste Management and Resource Recovery Act of 1972. Please <br /> note that our review was based on conformance with our "Guidelines for the Pre- <br /> paration of County Solid waste Management Plans". This review could not include <br /> ... comparing your plan with the State Policy, because that Policy will not be devel- <br /> oped until this summer. The final plan will be reviewed for its compliance with <br /> the State Policy. However, this review cannot be completed until the Board <br /> adopts the State Policy sometime before January 1, 1975. <br /> In order to facilitate our review of county plans and to assist counties in <br /> assessing the completeness of their plan, we have developed a plan review check <br /> list. •A completed check list is to accompany the final plan when it is submitted <br /> to the Board as noted in our Guidelines. We suggest that this check list, which <br /> is enclosed,. be used on the preliminary version of the plan to determine the spe- <br /> cific areas which will need revision. <br /> In the following comments we have indicated in a.general fashion only the major <br /> areas that need amending in order to be in accordance with our Guidelines. <br /> 1. The "long-term" aspects of the plan to year 2000 need to be <br /> included.. <br /> 2. Identification of wastes as to types, locations, characteristics, <br /> quantities and fluctuations, need to be expanded to include special <br /> wastes, hazardous wastes and domestic animal wastes. <br /> 3. Any wastes to be disposed outside the county also need to be <br /> identified. <br /> 4. The litter control problem and program should be addressed as <br /> indicated in the Guidelines. <br /> 5. All aspects for proper and safe storage of wastes before collection <br /> need to be included in the plan. <br /> GD <br /> RECYCLED,APER <br />
