LR <br />Suggested Measures Applicable to the Site <br />• Operation of the landfill should begin at the southern end of the <br />site and proceed north as each section is completed. <br />• The access road along the spine of the site should accommodate two- <br />way truck traffic to avoid congestion and minimize accident potential. <br />• The entrance of the site should be wide enough to accommodate two-way <br />truck traffic to avoid congestion. <br />• Weighing scales should be sufficiently removed from the entrance to <br />avoid congestion at the intersection with vehicles entering or leaving <br />the site. <br />• Passenger autos, pickups and light-duty trucks should be segregated <br />from container trucks and transfer rigs to minimize safety hazards <br />that may arise from allowing these vehicle types to mix. <br />. ECONOMIC CONSIDERATIONS <br />• The proposed landfill should operate on a self-sustaining basis from <br />the collection of user fees. <br />• Amortize the combined costs of site acquisition, on-site improvements, <br />and improvements to Harney Lane, over the expected life of the facility. <br />Add these yearly costs to the projected operational costs of the facil- <br />ity when determining the fee to be charged to users of the landfill. <br />Recover the acquisition and improvement costs and return those monies, <br />plus interest, to the fund(s) from which they were withdrawn. <br />• Train on-site personnel in fire fighting techniques, and ensure that <br />the site has adequate fire fighting equipment/facilities. <br />PUBLIC SAFETY <br />Fires <br />No known mitigation measures will completely eliminate the possibility <br />of fires at the proposed landfill site. However, with continued employment <br />of current operational practices the incidence of fire at the proposed site <br />should be not greater than at the existing site. Nine further measures are <br />proposed to reduce the need to seek assistance from Linden -Peters Fire District: <br />• Visual inspection of loads for burning or smoldering materials, or for <br />hot industrial wastes.— • <br />r; 5- <br />
