NUISANCE FACTORS <br />Measures Proposed by Applicant <br />Odors <br />• The daily covering of solid waste with at least six inches of soil, <br />as recommended by the U.S. Environmental Protection Agency and man- <br />dated by the California Solid Waste Management Board should minimize <br />any odors being emitted from the landfill. <br />Fugitive Litter <br />• Portable litter fencing will be placed around the unloading and <br />spreading area. <br />• The active work face of the disposal area will be kept as small as <br />possible to minimize the tendency for wind-blown litter to escape <br />the premises. <br />• As portions of a disposal cell are completed, daily cover material <br />will be spread. <br />• Wind-blown litter along the roadside of access roads to the landfill <br />and along litter fencing will be picked up by work crews as needed <br />to reduce this nuisance to acceptable levels. <br />.7 <br />
