ALTERNATIVES TO THE PROPOSED ACTION <br />The San Joaquin County Solid Waste Management Pian (June 1979) evaluated <br />the following alternatives which address continuing the present practice or <br />changing to other disposal methods: <br />• Alternative A - Continue present practice <br />1. Expand existing site at Harney Lane Landfill <br />2. Develop new site near Harney Lane Landfill (proposed project) <br />® Alternative B - Haul directly to Foothill Landfill <br />• Alternative C - Transfer with haul to Foothill Landfill <br />1. Transfer at Lodi (e.g., Sanitary City Disposal Company <br />Corporation Yard) <br />2. Transfer at site midway between Lodi and Stockton (e.g., <br />Eight Mile Road and Highway 99) <br />3. Transfer at both sites <br />• Alternative D - Transfer with haul to new Central County Landfill, <br />Austin Road Landfill, or Forward, Inc. Landfill <br />1. Transfer at Lodi (e.g., Sanitary City Disposal Company, <br />Corporation Yard) <br />2. Transfer at site midway between Lodi and Stockton (e.g., <br />Eight Mile Road and Highway 99) <br />These alternatives were evaluated for four criterions: costs, adminis- <br />trative implementation efforts, environmental impacts, and service to the <br />public. Pages 8-1 through 3-21 of the San Joaquin County Solid Waste Manage- <br />ment Plan are hereby incorporated by reference. <br />Alternative A addresses the expansio.i (A-1) or the replacement nearby <br />(A-2) of the Harney Lane Landfill. Cost ai­ialysis indicates these options to <br />be less expensive than the other alternatives. Although costs would vary <br />with the location of the replacement site, this alternative is more economic- <br />ally attractive than the use of transfer stations as long as the proposed site <br />is within six miles east of the existing facility. Continuation of a site <br />near the existing facility would also be advantageous in that service to the <br />public would be less interrupted. Impacts similar to those at the existing <br />operation, although site specific, could be expected. In general, these <br />impacts from the landfill operation can be mitigated.
