Pae 4
James rAlleged there could be a problem in sealing the site and
creating a potential bomb with methane gas sources.
-
generation mu- - •- -. during the design
facilitiesan in the operations of the sanitary landfill. It is the
responsibility of the County to provide suitable control
to prevent
Gas monitoring devices will be installed and a continuous
monitoring program will be maintained at the landfill.
R. James S. DeMartini (cont) .
Alleged that the Hammond property
drainage passes through the Hillside Farms; the increased
drainage will cause damage to crops and could cary trash and
refuse onto the Hillside property from the landfill. When
they are burying waste, it would be exposed to weather and
it could be carried off in the surface drainage.
property received 0.9l.of an inch of rain in 20 minutes.
He asked for an explanation of how the rainwater can be
contained on the property. Even in a dry year there has
been an almost constant stream of water off the Hammond
property t• the Calaveras River and there is no way you can
stormdam up the water and keep it from flowing to the Hillside
property. He statedthere is an almost impossible'drainage
problem. Allogdd.that if water goes below the 2' clay there
will be leachate and Hillside would be receiving a stream of
tainted water. A .9 of an inch of rain would render the property
almost like pavement and will get into one of those openings and
would carry with it tainted water to the other properties.
Staff - As a high area relative to the adjacent terrain, the
site will not experience flooding and will not be inundated
from storm drainage runoff. The staff drainage study has
considered the runoff from a storm having a predicted frequency
of once in 100 years. The design has determined 10 drainage
areas as they exist today on the subject property. These areas
have been retained in the design to continue to discharge the
• proportionately • . same
existingwatercourses
therebyand will not alter, decrease or increase the existing
drainage problems of the adjacent other properties.
Leachates will
• be • •..
