This information can be <br />included in the DEIR by use of appendices. <br />The Board requires that all documents prepared for solid waste <br />facilities be circultated for review through the State Clearing- <br />house of the Office of Planning and Research pursuant to <br />Section 1.5161.5 of the State EIR Guidelines. Contact the <br />Clearinghouse at (916) 485-0613 regarding the details of document <br />submission. <br />The staff would appreciate the opportunity to review, either <br />formally or informally, any preliminary draft copies of the subject. <br />DEIR. You should direct these documents to the Board's contact <br />person identified at the end of this letter. <br />The Board has two specific statutory responsibilities for solid <br />waste facilities. These include a Determination of Conformance <br />to the county solid waste management plan and a Solid Waste <br />Facilities Permit. <br />Before construction begins or any new or significantly <br />altered solid waste facility, the Board is required to <br />to make a determination that the facility is in conform- <br />ance with the San Joaquin County Solid Waste Management <br />Plan (CoSWMP), pursuant to Section 66784 of the <br />Government Code. A copy of our procedures for implement- <br />ing this section of the Government Code has been' included <br />with this letter. <br />If the Board determines that the subject facility is not <br />in conformance with the CoSWMP, it will have to be amende <br />to include the 1 <br />fility. Solid Waste Facility Permit <br />The other statutory responsibility of the Board is <br />concurrence on the Solid Waste Facility Permit isssued <br />by the local solid waste enforcement agency pursuant <br />to Section 66796 et. seq. of the Government Code. <br />Procedures and applications forms for this permit can be <br />obtained by contacting Mr. Bob Hurd of the San Joaquin <br />Local Health District at (209) 466-6781, ext. 29. <br />
