Box 1810 <br />Stockton, CA 95201 <br />Dear Mr. Iwamiya: <br />Y-) <br />NOV 5 1980 <br />SAN J01aQUIN LOCAL <br />HEALTH DISTRICT <br />Staff has reviewed the Notice of Preparation (NOP) for an <br />Environmental Impact Report on the proposed North County Sanitary <br />Landfill and offers the following comments: <br />EIR Contents <br />Enclosed is a checklist of items that the Board has identified <br />which should be addressed in an Environmental Impact Report (EIR) <br />for the proposed facility. In addition, the Board's staff requests <br />that particular emphasis be given to the following areas of concern: <br />1. Measures to protect surface and subsurface water from leachate <br />contamination. <br />2. Project conformance to the San Joaquin County Solid Waste <br />Management Plan. <br />3. Land -use compatibility. <br />4. Loss of agricultural product/potential. <br />5. Access and vehicle routing. <br />6. Alternatives to proposed facility (e.g. alternative locations, <br />increased recycling, transfer to other disposal sites, and <br />energy recovery facilities). <br />
