" - <br /> The County would undoubtedly review and evaluate the advan- <br /> tages or disadvantages of a ten-year agreement with the Corporation. <br /> Item 10c . 1' - <br /> The proposal of a fee for the users of the disposal <br /> sites is used by man private operators and public entities . The <br /> Y <br /> success of such an arrangement is dependent on the operational <br /> policies of the cities and counties with respect to free dumping <br /> or fee . The entire proposal undoubtedly is based on an expected <br /> return with a defined minimum tonnage. Whether the tonnage <br /> would be within the minimum range with the Countywide plan in <br /> operation would need to be assessed. The County would need a <br /> positive guarantee for continued operation and site life expectancy <br /> as procedures for acquisition of a new site would require a minimum <br /> of two years. The basic requirements for successful operations as <br /> proposed are : <br /> (1) Economics as to minimum volumes sufficient to <br /> maintain a profitable venture for the contractor--such <br /> minimum volumes are an indefinite quantity. <br /> .(2) Method of operation to assure a minimum of an <br /> additional 10-year life . <br /> Item f'd. " - <br /> This item is again a matter for the City of Lodi to <br /> decide. If the revenues presently derived from the franchise <br /> collector are presently used to defray cost of collection and <br /> billing, the City of Lodi may be amenable to the proposal. <br /> 27 - <br />
