CHAPTER EIGHT <br /> SUMMARY OF FINDINGS <br /> 1. Operations of Harney Lane Landfill Site by the City of <br /> Lodi have been a troublesome' u.ndertaking by the City. <br /> 2. The City of Lodi , under the circumstances , has performed <br /> fairly well and provided a reasonable service to the citizens <br /> within the incorporate limits and to citizens outside of the <br /> City limits . <br /> 3 . Based upon field surveys and per capita calculations, <br /> the ratio of volumes appears to be 35% from the City of Lodi and <br /> 65% from other than the City of Lodi . <br /> 4 . The equipment presently in use at the site was found to <br /> be inadequate and needs immediate replacement . <br /> 5 . Cannery waste has been a serious problem of disposal <br /> and will continue to be troublesome until better disposal methods <br /> are found or preprocessing by the canneries prior to disposal at <br /> the landfill site . The canners of this County should follow, <br /> the canners ' philosophy of Santa Clara County for disposal of <br /> their own waste. Local government cannot cope with the enormity <br /> and characteristics of this special type waste and will be forced <br /> to refuse to accept such waste to continue operations for the <br /> normal type waste of the County. <br /> 6. The acquisition of a new replacement site is an absolute <br /> essential as the life of the existing site may at best be extremely <br /> short term. <br /> 7 . Potential sites are available in the proximity of the <br /> Harney Lane site . <br /> - 34 - <br />
