Transfer at site midway between Lodi <br />and Stockton (e.g., Eight Mile Road and <br />Highway 99) <br />In each of the alternatives, there is a choice of two or more <br />facilities --landfills or transfer stations --to serve north <br />county franchised collection firms, other nonfranchised <br />commercial haulers, and the general public. For purposes of <br />this study, the service area of each facility was determined <br />using the basic assumption that all haulers would go to the <br />closest facility based on mileage. The way in which this <br />assumption is used to estimate costs is discussed in the next <br />section, titled "Cost Analysis." <br />The new alternatives are described in detail in the following <br />sections. <br />0 <br />
