Description of New Alternatives
A.I. This is the proposed project, as described in the EIR.
In this alternative, there is a choice between two
facilities: the new Harney Lane Landfill and the California
Waste Removal Systems transfer station.
A.2. This is a variation of A.1 in which a third facility has
been added: a new transfer station midway between Lodi and
Stockton. For purposes of this study, this new transfer
station is assumed to be located on Eight Mile Road at
Highway 99. Thus, Alternative A.2 involves a choice among
three facilities serving the north county.
C.1 and C.2. These are essentially the same as Alternatives
A.1 and A.2, respectively, except the existing Foothill
Landfill is used instead of the proposed Harney Lane Landfill.
D.1 and D.2. These are substantially the same as Alternatives
A.1 and A.2, respectively, except that a new central county
landfill is used instead of the proposed Harney Lane
landfill. The County has formed a Central Landfill Site
Selection Committee. According to the minutes of the July 6,
1982 meeting, Committee members generally felt that there was
no acceptable location for a central county landfill,
primarily because prime agricultural land would have to be
used for such a landfill. The County has made no decision on
any recommendations of the Committee. Consequently, this
study must use the central county landfill concept presented
in the 1979 SWMP, as amended on December 17, 1981, (i.e., a
hypothetical landfill location near the City of Stockton and
the Forward, Inc. landfills on Austin Road).
E
