12.1.3 Ha arr QUS WA, tg T nsortaLjgn Routes <br /> Interstate 5 is a major route for transporting hazardous waste through <br /> the County on its way to major treatment/disposal facilities in <br /> Southern California, such as the Casmalia hazardous waste facility in <br /> Santa Barbara County and Kettleman Hills. Interstate 580 is used to <br /> transport wastes generated in the County to treatment facilities in <br /> the San Francisco Bay Area, such as the Baron Blakeslee, Inc. facility <br /> in Newark, California. <br /> 12.2 HAZARDOUS MATERIALS VS. HAZARDOUS WASTES <br /> There are several important differences between the transport of haz- <br /> lardous wastes and hazardous materials. "Hazardous materials" are sub- <br /> stances that the Secretary of the U.S. Department of Transportation <br /> has determined to be "capable of posing an unreasonable risk to <br /> health, safety, and property when transported in commerce" <br /> (49 CFR 171 .8) (e.g. , gasoline, explosives, and pure chemicals) . <br /> "Hazardous wastes" are a small subset of hazardous materials (e.g. , <br /> waste solvents, wastewater treatment sludges that contain heavy <br /> metals, etc. ) . <br /> The common perception that hazardous wastes are intrinsically worse <br /> than hazardous materials (which are not as stringently regulated) is <br /> challenged by some analysts. According to Malley (1987) , hazardous <br /> materials are more toxic and harmful to public health and the environ- <br /> ment than hazardous wastes. In addition, the quantity of hazardous <br /> wastes transported is only a small amount of the total quantity of <br /> hazardous materials transported. For example, the number of vehicles <br /> used to transport hazardous wastes in the U.S. during 1982 was only <br /> 5 percent of the total number of vehicles carrying hazardous materials <br /> (Malley; 1987) .
