hazardous waste vehicles in 1982 was 1 . 1 billion or 6.8 percent of the <br /> total miles traveled by hazardous materials vehicles (Masley, 1987) . <br /> 12.3 RESTRICTIONS ON THE TRANSPORT OF HAZARDOUS WASTES <br /> This section describes the state and local laws/regulations that <br /> restrict the routes on which hazardous wastes may be transported <br /> within the County. (The stringent state and federal regulations that <br /> must be followed when transporting hazardous wastes are discussed <br /> bOlow in Section 12.4. ) <br /> Hazardous waste transporters must adhere to certain routing require- <br /> ments enforced by the California Highway Patrol (CHP) under Sec- <br /> tion 31303 of the California Vehicle Code. These requirements in- <br /> clude: <br /> - 1 . Transportation of hazardous waste from the point of origin to the <br /> appropriate waste facility must be by the most direct route, util - <br /> izing state or interstate highways whenever possible. Exceptions <br /> will be allowed in order to avoid congested thoroughfares, places <br /> where crowds are assembled, and residential areas. <br /> 2. Transporters may also use highways that provide reasonable access <br /> to fuel , repair facilities, and rest/food facilities designed to <br /> accommodate commercial vehicle parking. However, access must be <br /> consistent with safe vehicle operation and the facility must be <br /> within 0.5 mile of identified points of entry or exit from the <br /> state or interstate highway being used. <br /> 3.
