Transporters must also comply with the hazardous waste manifest system <br /> and deliver wastes only to permitted TSDFs. A transporter may not <br /> accept hazardous waste from a generator unless it is accompanied by a <br /> signed manifest. <br /> The regulations also require hazardous waste transporters to register <br /> with DHS, pass certain financial assurance requirements, and have a <br /> specific amount of training on hazardous waste handling and transport. <br /> In addition, vehicles used for transport of hazardous wastes must pass <br /> an annual inspection by the California Highway Patrol . <br /> Spill Reporting <br /> DHS requires the transporter to take appropriate immediate action to <br /> protect human health and the environment if a hazardous waste dis- <br /> charge occurs during transportation. In addition, transporters must <br /> comply with DOT notification procedures. This means that all spills <br /> of "hazardous substances" ( identified in. the DOT Hazardous Materials <br /> Table, 49 CFR 172. 101) over the corresponding reportable quantity (RQ) <br /> (also identified in the Hazardous Materials Table) must be 'reported <br /> immediately to the National Response Center (800-424-8802) and to <br /> local emergency response agencies. DOT must also be notified in <br /> writing. <br /> 12.4.2 EaCkaging. Labeling, Placarding. and Marking Requirements <br /> The DHS regulations (Section 66504) require that hazardous wastes be <br /> packaged, labeled, placarded, and marked according to federal Depart- <br /> ment of Transportation (DOT) regulations (49 CFR Parts 172, 173, 178, <br /> and 179) . (The DOT regulations apply to transportation of "hazardous <br /> materials" [fuel oil , gasoline, pure chemicals, etc. ] in addition to <br /> hazardous wastes. ) These requirements, with which generators must <br /> comply before shipping hazardous wastes off site, are summarized <br /> below. <br /> PJ9 9390502E.00D 12-7 Rev. 1 11/09/88 <br />
