4. Vehicles containing hazardous waste may not be left unattended or <br /> parked overnight in a residential area. <br /> 5. Transporters must comply with all provisions of the hazardous <br /> waste hauler transportation safety plan approved by the Department <br /> of Health Services when transporting hazardous waste. <br /> Deviation from these routing requirements can only be made in an emer- <br /> gency and with the concurrence of the CHP. <br /> The transport of explosives (including explosive hazardous wastes) is <br /> also enforced by the California Highway Patrol [(CCR, Title 13 (commu- <br /> ni.cation with California Highway Patrol , September 1987)] . The routes <br /> on which explosives must be transported within San Joaquin County <br /> include: U.S. Highway 580, U.S. Highway 5, State Highway 99, State <br /> Highway 33, State Highway 12, State Highway 120, State Highway 88, and <br /> State Highway 4. <br /> 12.4 CALIFORNIA HAZARDOUS WASTE TRANSPORTATION REGULATIONS <br /> Stringent state regulations covering hazardous waste transportation <br /> have been created to protect the public and the environment during <br /> transport of hazardous wastes from the generator's facility to the <br /> receiving hazardous waste management facility. California regulations <br /> governing hazardous waste transportation include Department of Health <br /> Services (DHS) regulations (Title 22, CAC Division 4, Chapter 30) and <br /> California Highway Patrol regulations (Title 13, Division 6) . The <br /> major components of these regulations are highlighted below. <br /> 12.4. 1 ar Recuirements <br /> Under California regulations, all transporters must obtain an EPA <br /> Identification Number.
