7. Responding to hazardous materials incidents (accidental/emergency <br /> releases of hazardous materials) . <br /> 8. Ensuring that first responders to an incident are aware of the <br /> chemical inventories of selected businesses. <br /> 9. Receiving Proposition 65 reports on behalf of the Board of Super- <br /> visors and reporting known chemical releases in accordance with <br /> the law. <br /> 10. Collecting fees from businesses, as mandated by local ordinances. <br /> Stockton, the largest city in the County, has its own Office of <br /> Emergency Services. Stockton' s Office of Emergency Services <br /> coordinates the emergency response of other departments in the City. <br /> However, the Stockton Office of Emergency Services is not a "first <br /> response" agency with respect to response to hazardous materials <br /> incidents, nor does the office administer AB 2185 plans. A descrip- <br /> tion of the Emergency Response Plans is presented in Chapter 14. <br /> The County Agri cul tural Commissioner' s office investigates any <br /> violations that may have occurred through the handling, application, <br /> or use of pesticides, herbicides or other chemicals used in <br /> agricultural operations. The Agricultural Commissioner also monitors <br /> the disposal of pesticide containers and, as with other County and <br /> City agencies, reports all Proposition 65 incidents to the County OES <br /> and to the Health Officer of the Local Health district. <br /> The County Local Health District is a separate entity overseen by a <br /> Board of Trustees selected by the six incorporated cities and the San <br /> Joaquin Board of Supervisors . Within the Local Health District lies <br /> the Environmental Health Division and the Air Pollution Control <br /> District. The Environmental Health Division plays a key role in <br /> regulating large and small quantity hazardous waste generators, <br /> administering the underground storage tank program, and enforcing <br /> PJ9 9390502E.000 13-3 Rev. 1 11/09/88 <br />
