The Air Pollution Control District <br /> regulates air emissions from industrial operations and from <br /> contaminated soil generated by spills and underground tank removal <br /> operations. <br /> Agencies within the incorporated cities coordinate hazardous materials <br /> programs with County agencies. The first police officer on the scene <br /> acts as the "Incident Commander" for all Hazardous Material Incidents <br /> occurring on incorporated city streets. Publicly Owned Treatment <br /> Works (POTW) issue. Industrial Discharge Permits and monitor effluents <br /> of those industries discharging into the sanitary sewer system. <br /> 13. 1 HAZARDOUS WASTE GENERATORS/HAULERS INSPECTION PROGRAM <br /> On, March 2, 1988, the Local Health District signed a Memorandum of <br /> Understanding with the State Department of Health Services to enable <br /> the Local Health District to assume responsibility for inspecting <br /> hazardous waste generators (Appendix G) . Approximately <br /> 1,100 businesses have been identified as hazardous waste generators, <br /> while almost 1 ,400 businesses store hazardous materials. An addition <br /> al 700 businesses use hazardous material in quantities under the <br /> AB 2185 limits. These figures do not include farming operations. <br /> Pursuant to Title 22, Division 4, Article 3 of the California Adminis- <br /> trative Code and to Chapter 6.95 of the Health and Safety Code, the <br /> Environmental Health Division has begun inspecting hazardous waste <br /> generators. The businesses are scheduled to be inspected once a year. <br /> 13.2 UNDERGROUND STORAGE TANK PERMITTING AND INSPECTION PROGRAM <br /> The Environmental Health Division of the Local Health District is <br /> responsible for implementing State laws regulating the storage of <br /> hazardarus materials in underground tanks. This program also includes <br /> identifying sites contaminated by unauthorized releases and monitoring <br /> all cleanup activities.
