pp. 39386-39402, October 21 , 1987) outlines procedures that must be <br /> followed to apply for EPA reimbursement. <br /> 14.2 SARA TITLE III RIGHT TO KNOW RULES <br /> Title III of SARA (also known as the Emergency Planning and Community <br /> Right to Know Act of 1986 (EPCRAI ) , established a nationwide emergency <br /> planning program for responding to potential releases of toxic chemi - <br /> cals. It also gave EPA, states, and local governments the authority <br /> to gather information from facilities in order to aid emergency <br /> response efforts and to inform the public of the presence of chemicals <br /> and chemical releases. <br /> Title III does not preempt state or local community right-to-know <br /> programs. Therefore, California businesses must comply with the <br /> requirements of existing California community right-to-know/emergency <br /> response laws in addition to the requirements of Title 111 . These <br /> efforts are often duplicative. The San Joaquin -County Office of <br /> Emergency Services is working toward consolidation of Title III and <br /> California right-to-know information submission requirements. OES has <br /> taken the position that the business plans submitted to OES under <br /> AB 2185/2187 (discussed in Section 14.3. 1) fulfill the majority of the <br /> Title III requirements. <br /> 14.2. 1 of State and Local Governments <br /> Under Title III, states are required to create state and local commis- <br /> sions that will be responsible for responding to emergency releases of <br /> chemicals. The governor appointed the California Chemical Emergency <br /> Planning and Response Commission (CEPRC) on March 20, 1987. The <br /> CEPRC, in turn, created six local emergency planning commissions. The <br /> local emergency planning commission that has jurisdiction over the <br /> County is located in Sacramento (Region IV) (916-366-5341) .
