A Tier I Emergency and Hazardous Chemical Inventory Form describ- <br /> ing quantities and locations of categories of hazardous chemicals <br /> (e.g. , carcinogens, corrosives, irritants) by March 1 , 1988, and <br /> annually thereafter on March 1 . A sample Tier I inventory form is <br /> shown in Appendix H. <br /> In addition, Tier II information describing the quantities and loca- <br /> tions of individual chemicals (as opposed to the information on <br /> categories of chemicals required in Tier I) may be required if re- <br /> quested by the state, local commission, or the public. Appendix H <br /> contains a Tier II inventory form. <br /> 14.2.4 Tnxir Chemical Release Inventory <br /> Facilities in SIC Codes 20 through 39 that have k10 full -time employ- <br /> ees must annually submit Toxic Chemical Release Forms to EPA (begin- <br /> ning July 1 , 1988) if they manufacture, process, or use specific toxic <br /> chemicals in excess of certain levels. (A list of 329 toxic chemicals <br /> is covered by this provision, see Appendix H. ) A form-must be submit- <br /> ted for each toxic chemical present at the facility and will include <br /> information on quantity, usage, treatment and disposal methods, and <br /> quantities entering each environmental medium per year as a result of <br /> normal business operations. EPA' s proposed Toxic Chemical Release <br /> Form is attached in Appendix H. (Congress intended facility own- <br /> ers/operators to use readily available information to fulfill this <br /> requirement; extensive monitoring or measurement will not be re- <br /> quired. ) EPA will compile this information to create a national <br /> inventory of toxic chemical emissions. <br /> 14.3 CALIFORNIA RIGHT TO KNOW/EMERGENCY RESPONSE REQUIREMENTS <br /> In 1985, the California legislature passed AB 2185, which requires <br /> local agencies and industries to prepare and carry out emergency <br /> response plans for accidental releases of hazardous materials.
