accident-prevention law that requires industries to assess the risk <br /> posed by potential chemical releases from their facilities and to take <br /> steps to reduce these risks was passed in 1986 (AB 3777) . <br /> The California emergency response and accident prevention laws, which <br /> are consolidated in Chapter 6.95 of the California Health and Safety <br /> LQ_da, are summarized below. Administering agencies have the right to <br /> implement more stringent requirements. Therefore, applicable require- <br /> ments may differ from those summarized below depending on the location <br /> of the business. <br /> 14.3. 1mer eg ncyBesponse Activities (AB 218522,13Z <br /> Responsibilities of Administering Agencies <br /> Under Chapter 6.95 of the Health and Safety Code, the administering <br /> agency (the County Office of Emergency . Services) is required to <br /> testablish an "area plan" to provide efficient emergency response to <br /> releases of hazardous materials within the agency's jurisdiction. <br /> Area plans provide procedures for emergency rescue personnel , train- <br /> ing, and pre-emergency planning. The County expects to submit its <br /> area plan to the State Office of Emergency Services in October 1988. <br /> Requirements That Apply to Businesses <br /> Businesses that handle (at any one time) 2500 pounds, 255 gallons, or <br /> 2200 cubic feet at standard temperature and pressure (for compressed <br /> gases) of a hazardous material or a mixture containing a hazardous <br /> material must file "business plans. " ("Hazardous materials" include <br /> chemicals for which MSDSs are required under the California Hazardous <br /> Substances Information and Training Act, hazardous wastes, substances <br /> listed in 49 CFR under Department of Transportation regulations, and <br /> materials listed in subdivision (b) of Section 6382 of the Labor <br /> Code. ) A business plan must include: (1) an emergency response plan, <br /> (2) an inventory of hazardous materials, and (3) a training plan. <br /> PJ9 9390502E.000 14-9 Rev. 1 11/09/88 <br />
