' 2.3 EXCAVATION AND FILL SEQUENCE <br /> ' The excavation and fill sequence plan is shown on Drawing 2. The plan shows <br /> approximate limits and proposed excavation base grades, module development, <br /> ' sequence of excavation, and fill. <br /> ' The site will be divided into modules to facilitate efficient excavation, soil han- <br /> dling, access, drainage, and controlled placement of wastes. Landfill operations <br /> will proceed in numerical order by module. Excavation will proceed one module <br /> ' ahead of refuse fill. Soils in any module suitable for final cover will be excavated <br /> and placed as such or stockpiled for use in later modules. <br /> Project elevation and construction control points will be established on the site. <br /> ' Construction limits and the locations of improvements will be located in the field <br /> using these and plan coordinates. Grade stakes will be used to control site ex- <br /> cavations, ditch flow lines, permanent access roads, and final slopes. <br /> 2.4 HAZARDOUS WASTE SCREENING PROGRAM <br /> 1 <br /> The following proposed plan is modelled after the existing San Joaquin County <br /> ' Load Checking Program designed in accordance with the recently revised Sub- <br /> chapter 15, Chapter 3, Title 23 of the California Code of Regulations. The pro- <br /> posed program is included as Appendix C.-The intent of the load checking pro- <br /> gram is to discover and discourage attempts to dispose of hazardous waste at <br /> the North County Sanitary Landfill. <br /> -efhe program is aimed at finding prohibited waste before it is disposed of and <br /> ' having the customer remove it from the site and dispose of it at an appropriate <br /> facility. <br /> Signs clearly stating that hazardous wastes, including flammable liquids, pesti- <br /> cides, acids, caustics, poisons, and waste chemicals are not accepted at the site <br /> will be posted near the site entrance. In addition, all site personnel will be trained <br /> and directed to identify potentially harmful wastes that may be delivered to the <br /> site.
