' ators. One refuse worker will be designated as the load checker during each <br />shift. Special caution will be taken with customers who had previously attempted <br />' to deliver hazardous wastes to the site. Precautionary measures will include <br />' <br />• questioning the vehicle driver concerning the contents of the load <br />• visually inspecting the load before discharging <br />• keeping additional records (vehicle number and name of the hauler) <br />• making an effort to observe the wastes discharge from such source <br />at the site's working face <br />Repeat offenders will be banned from the site and reported to the California De- <br />partment of Health Services (DHS). If hazardous or other unacceptable wastes <br />are detected, site personnel will place the material in a chemical storage shed IQ- <br />' <br />cated on site and notify a state -approved contractor to clean up, transport, and <br />dispose of the waste at an appropriate facility. The incident and response will be <br />' <br />recorded in the site records. <br />Throughout the waste handling process, site personnel will follow the safety pro- <br />cedures by the San Joaquin County <br />established Department of Public Works to <br />protect workers from hazardous materials. <br />The San Joaquin County Local Health District will be notified of any incidents or <br />' <br />actions taken. In addition, the County Office of Emergency Services will be noti- <br />fied in the event of a threat to human health. <br />2.5 CLIMATE <br />' The North County Sanitary Landfill site has a Mediterranean climate typical of the <br />northern San Joaquin Valley. Winters are cool and moist, and summers are hot <br />' and dry. The mean daily maximum temperature in July and August exceeds <br />90°F, with frequent daily highs over 100°F. Minimum temperatures in January <br />average between 35 and 40°F, with maximum temperatures in the mid -50s <br />' Rainfall is seasonal, with 90 percent of the precipitation occurring from October to <br />May.
