u
according to an isohyetal map provided by the San Joaquin County Flood Control
District. The mean annual Pan A evaporation based on the Lodi evaporation sta-
tion records is approximately 68 inches, with a 1 -inch minimum evaporation in
December and an 11 -inch maximum in July.
Data collected from 1974 to 1976 at the nearby Rancho Seco wind monitoring
station (38034' latitude, 121007' longitude) show winds blowing most frequently
from the west (12.8 percent of the time) and west southwest (10.2 percent of the
time), with calm periods 43 percent of the time (see Figure 2-1).
During heavy rainfall periods, surface drainage facilities, vegetated soil cover ar-
eas, intermediate fill surfaces. and access roads will be observed daily. Any
necessary repairs will be made as soon as possible. Ditches, straw mulch, tem-
porary berms, or other erosion control measures will be used as necessary to
prevent further erosion until weather conditions permit repairs to damaged areas.
2.6 CONTROL OF NUISANCE FACTORS
1 The following actions will be taken to minimize nuisance factors.
1 2.6.1 Noise
u
Noise levels from on site equipment will be controlled by proper maintenance of
mufflers and construction of earthen screening berms around portions of the site.
2.6.2 Odor
Odor problems from landfills generally result from inadequately covering of solid
wastes. Odor problems should be insignificant since waste is covered daily, with
6 inches of soil. Changes in operating procedures (thickness of daily cover, mid-
day covering of especially odorous waste loads, etc.) will be considered if tempo-
rary problems develop.
P
J9 9390219A.00W 14 Rev. 0 July 19, 1989
