' The NCSL is included in and consistent with the San Joaquin County General
Plan Amendments which were recertified by the Board of Supervisors on July 13,
' 1989. The Land Use/Circulation element of the San Joaquin County General
Plan contains specific guidelines and restrictions regarding development of agri-
cultural land. The Land Use/Circulation Element, Noise Hazards Principle 3
states the following:
' Industrial areas and commercial uses shall be recognized as po-
tential noise generators and shall be regulated and/or located so as
' to be permanently buffered from land uses which need quieter
noise environments (San Joaquin County Department of Planning
I
and Building Inspection, 1976).
' To mitigate the impacts of noise, the site is located in a rural, low-density popula-
tion area. In addition, noise levels from on-site equipment will be controlled by
proper maintenance of mufflers and by constructing a berm 100 feet back from
the property line to act as a permanent noise buffer for surrounding land uses.
G
r
C
i
The proposed NCSL is consistent with the County. Solid Waste Management
Plan (CoSWMP).
Procurement, development and opening of a new North County
landfill to follow Harney Lane closure is called for in Item 13. This
activity is expected to extend over a period of up to 3 years and the
new site must be ready to begin operations by January of 1991.
This is a major activity and certain actions have already been taken
relative to procurement of a replacement site. In order to have a
replacement landfill operational by January 1991, the tasks shown
in Table 11-2 must be completed by the times indicated. (pg. 11-8
and 11-9 of the CoSWMP)
PJ9 9390219A.00W
19
Rev. 0 July 19, 1989
