1 3.0 WASTE CHARACTERIZATION <br />The proposed North County Sanitary Landfill is initially expected to receive ap- <br />proximately 2,500 tons of nonhazardous solid waste per week (350 tons per day, <br />127,800 tons per year), with a peak of 770 tons per day. This waste quantity for <br />1990 is expected to increase 3 percent annually based on projected population <br />growth (see Table 3-1). However, recycling at the new site may lessen the vol- <br />ume of the waste stream. <br />According to the CoSWMP, representative municipal solid waste containing <br />equal portions of residential and commercial solid waste has the following com- <br />position: <br />• 50 to 70 percent organics (wet weight) <br />• 10 to 20ercent inorganics p o ganics (wet weight) <br />• 20 to 30 percent moisture (wet weight) <br />Table 3-2 presents the results of a waste composition survey within the County <br />conducted by the CWMB and Hekimian Van Dorpe Associates. <br />The existing Harney Lane Sanitary Landfill receives about 61 percent (1988) of <br />its wastes from the City of Lodi and County Service Area B via the California <br />Waste Removal Systems (CWRS) transfer station in Lodi (see Figure 3-1). At <br />the transfer station, approximately 20 percent of the material is reclaimed for <br />subsequent reuse or recycling, including corrugated cardboard, newspaper, met- <br />als, wood chips, and yard and tree waste (CoSWMP). The Sanitary City Dis- <br />posal Company collects wastes from the City of Lodi while SAN -CO Disposal <br />collects waste from County Refuse Service Area B. <br />3.1 SPECIAL WASTES <br />Pursuant to Title 23, Chapter 3, Subchapter 15 of the CCR, Class III sites are <br />designated exclusively for nonhazardous solid wastes defined as follows: <br />PJ9\939\9390219 20 Rev. 1 September 15, 1989 <br />
