Existing Diversion Alternatives Which Will Decrease in Scope or <br /> Close During the Short-Term and Medium-Term Planning Periods: <br /> All of the recycling businesses described above should <br /> maintain or increase their present level of diversion. There <br /> are no plans at this time to phase out or close any of the <br /> current operations. <br /> D. Existing Private and Public Recycling Activities: <br /> 1. Waste Collection Companies: <br /> The waste collection companies serving the County <br /> are responsible for much of the recycling in the <br /> unincorporated County. These private haulers <br /> collectively recycled 11, 605 tons of materials in 1990. <br /> There are six collection companies with franchise <br /> agreements to collect residential waste from the County <br /> unincorporated area, each in a separate geographical <br /> sector of the County (see Figure 1-2) . The six <br /> franchised companies and five additional companies <br /> licensed by the County collect commercial and industrial <br /> wastes throughout the County unincorporated area. <br /> Residential refuse collection is not mandatory in the <br /> unincorporated area. <br /> There are two small-scale curbside recycling <br /> programs in the unincorporated area. Generally, the <br /> refuse collectors do not remove recyclable materials <br /> from the mixed residential waste stream. <br /> Some businesses separate their recyclable <br /> materials, and some collectors perform manual separation <br /> from portions of the commercial and industrial waste <br /> streams. <br /> Chapter 4 - Recycling 11 <br />
