NORTH COUNTY AREA FRANCHISED COLLECTORS:
California Waste Removal Systems (CWRS) is a refuse
collection firm based in the City of Lodi, California.
This firm and its subsidiaries provide refuse collection
services for the North County Area. One subsidiary,
Independent Disposal Service, Inc. , is franchised by the
County to provide residential refuse collection service
in Refuse Service Area A (See Figure 1-2) . This firm
currently conducts no curbside residential recycling
programs.
SanCo is another subsidiary company of CWRS and is
franchised by the County to collect residential refuse
in the North County Refuse Service Area B (See Figure 1-
2) . SanCo conducts a curbside recycling program for
about 200 households in the Woodbridge Sanitation
District in the North County Area. An experimental co-
mingled curbside program is being initiated in
Lockeford, east of Lodi.
CWRS also operates a transfer station in the City
of Lodi, that serves residential, commercial and
industrial customers from the northern unincorporated
area of San Joaquin County, as well as Lodi and portions
of southern Sacramento County. Some manual sorting of
recyclables is done from the tipping floor, and a
picking line was recently added. Also, there is a buy-
back operation and a used motor oil collection tank at
the site. The transfer station currently recycles
corrugated paper, high grade paper, newspaper, aluminum
cans, tin cans, scrap metals, wood, PET and HDPE
containers, styrofoam, yard and agricultural wastes, and
inert materials.
CWRS is in the process of obtaining permitting for
an expansion of the transfer station to facilitate the
diversion of additional recyclable material.
Chapter 4 - Recycling 12
